Australian Visayan Multicultural Communities Inc (AUSVISAYAN) sends its congratulations to Dr. Edgardo Tulin, the new president of Visayas State University (VSU), ViSCA, Baybay City, Leyte

Before his appointment, Dr. Tulin was the vice president for instruction and a professor at the Visayas State University . He was named by the Civil Service Commission (CSC) during its 114th Philippine Civil Service Anniversary as one of seven Presidential Lingkod Bayan awardees.

Dr. Edgardo Tulin was cited for his innovativeness and commitment to service.

“Despite the lure of bigger pay abroad, he chose to devote his time and talent to instruction, research and extension service at the Visayas State University. His research had yielded discoveries and pioneering studies in biomedical research and molecular diagnostics which find use in treating serious metabolic diseases in humans and detection of virus in plants,” the citation read.

Tulin worked for the setting up of the Tuklas Lunas Development Center devoted to drug discovery from natural products, the citation further noted.

The award was conferred to Tulin by Executive Secretary Paquito Ochoa Jr. with the assistance of CSC Chairman Francisco Duque III and former senator Jose Lina, vice chair of the 2014 committee on Presidential Lingkod Bayan and CSC Pagasa Awards on Dec. 15, 2014 at Malacañang’s Heroes Hall.

Tulin was short-listed from among 11 semifinalists nationwide in the search for Presidential Lingkod Bayan Award in one of three categories under the CSC’s Honor Awards Program.

The Presidential Lingkod Bayan Award is conferred on an individual or groups for exceptional or extraordinary contributions resulting from an idea or performance that has nationwide impact on public interest, security and patrimony. The contribution may be a suggestion, innovation or superior accomplishment.

The awardees received a gold-gilded medallion crafted by the Bangko Sentral ng Pilipinas, a presidential plaque, and cash prize of P200,000 each.

Tulin’s presidential award is the highest ever received by a state worker from the Visayas State University.
